Admission Quotas for International Students

The Equivalency Committee may, in its decision, require you to complete courses in Quebec law.

Are you an international student wishing to study in Quebec? You must be aware that you are required to obtain a study permit from Immigration, Refugees and Citizenship Canada (IRCC). To apply for this permit in the province of Quebec, applicants must have a letter of acceptance from a designated educational institution and must first obtain a Quebec Acceptance Certificate (CAQ), which is issued directly by the province.

Under Decree 155-2025, the Government of Quebec has established a framework for managing admission applications based on the educational institutions, levels, or types of study programs. For the period from February  26, 2025, to February  26, 2026, each institution listed in the decree has been assigned a maximum quota of CAQ applications for study purposes. This quota sets the maximum number of CAQ applications submitted by international students that the Ministry of Immigration, Francisation and Integration will issue.

Therefore, before beginning the process of obtaining a study permit to pursue supplementary legal training at a Quebec university, it is important to ensure that your CAQ application is admissible in light of the quota assigned to the university you plan to attend. This will help avoid the risk of your CAQ being refused by the Ministry due to the quotas imposed on universities.

Professional Training at the École du Barreau

The Equivalency Committee also requires international students to complete the professional training program offered by the École du Barreau.

Although international students must hold a valid study permit, the quota system applied to applications submitted to educational institutions (Decree 155-2025) does not apply to applications submitted by foreign nationals admitted to the École du Barreau, in accordance with Decree 632-2025.

Important

Since the École du Barreau program exceeds six (6) months, international students must hold a valid Quebec Acceptance Certificate (CAQ) for studies and a valid study permit. A work permit will also be required for the professional internship component.
